Bruce M. Howe, 29, of 229, Westerly Bradford Road, Bradford, was charged Thursday with driving under the influence of alcohol/drugs, first offense, blood-alcohol level unknown, and refusal to submit to a chemical test, refusal to submit to a chemical test to determine intoxication, and driving with a suspended license.

Phyllis M. Sargent, 21, of 36 Burdickville Road, Hopkinton, was charged Thursday on a bench warrant from 4th Division District Court.

Tyler L. Upton, 23, of 139 High St., Westerly, was charged Thursday on a bench warrant from 4th Division District Court.
