Man arraigned on sex assault charge


WAKEFIELD — A 70-year-old Charlestown man did not enter a plea in Washington County Superior Court Tuesday to two Charlestown police charges of sexual assault of a child.

The felony charges of first- and second-degree sexual assault (child molestation) against Francis E. Kinsey, formerly of Columbia Heights Oval and currently at the Coventry Nursing Center, were brought more than a year ago. Kinsey, who does not yet have an attorney, was released by Judge Melanie Wilk Thunburg on $10,000 personal recognizance, meaning he did not have to post bail money.

Kinsey was ordered over to the Charlestown police department for processing on the charges after his appearance in court where he was issued a no-contact order with the alleged victim.

It was on July 10 of last year that a witness told police they saw Kinsey molesting a young child. According to court documents, a second alleged incident also occurred, prompting the second-degree charge.

Kinsey was charged at that time, but has been seriously ill and unable to appear in court, said Charlestown Chief Jeff Allen on Tuesday and confirmed by his Washington County Superior court records.

Kinsey was indicted by a grand jury on Oct. 5, 2012.
