Westerly man charged with DUI following June heroin overdose

WESTERLY — A local man who was revived with Narcan after he was found unconscious behind the wheel following a suspected heroin overdose in June has now been charged with DUI.

Westerly police served a warrant Friday, taking Jeremy Michael Luzzi, of 23 School St., Apt. 11N, into custody. He was charged with driving under the influence with an unknown blood alcohol content and released on a promise to appear in Fourth Division District Court for arraignment later this month.

Luzzi was charged immediately following the June 5 incident with possession of a narcotic substance, a charge that he has not yet entered a plea to, according to Rhode Island court records.

According to a Westerly police report, a patrol officer was inside the Cumberland Farms at 69 Friendship St., around 10:35 p.m. when he watched Luzzi stop for several minutes at the intersection of High and Friendship streets. Police said the officer witnessed Luzzi start to drive at one point, slowly, before suddenly stopping in the middle of the intersection and remaining there.

The officer approached Luzzi and found him slumped over the wheel with his foot on the brake, according to a police report, with blue lips and only a faint pulse. The officer also saw a syringe and other drug paraphernalia on the front seat, a report said, and a search later revealed the presence of a cigarette box containing two bags of heroin.

The officer immediately called for medical assistance and then administered a dose of the anti-opioid medication naloxone, better known by its brand name Narcan. Westerly Ambulance personnel arrived moments later and administered two additional doses before Luzzi regained consciousness. He was then taken to Westerly Hospital for further treatment and monitoring.

Westerly Police Capt. Shawn Lacey said in a June interview that the department has sought charges against Luzzi in this case because of unusual circumstances surrounding the incident, including concerns that Luzzi had put other members of the public at risk by knowingly driving while under the effect of drugs.
