Backers mobilize for $30M WHS bond


Groups supporting proposed $30 million bond for high school renovations step up efforts to get public on board.

With two months until Election Day, groups supporting a proposed $30 million bond for high school renovations have stepped up efforts to get the public on board.

A ballot question advocacy group called the Westerly Referendum Advocacy Group has formed, loosely linked with the already created referendum subcommittee. Members of the ballot question advocacy group said they are not affiliated with the School Committee.

The group’s mission, said member and parent Jennifer Brinton, is to get people out to vote on the school bond referendum on Nov. 4. They want voters to base their decision on facts, she added.

Available documents include a referendum cost model spreadsheet, a 34-page report on the bond referendum and a fact sheet put together by the subcommittee. The latter two include documents up for consideration by the school board tonight.

Other items linked to the site include the referendum text, the Vision 20/20 school building committee’s long-range facilities plan for the school district, the Westerly High School Workgroup’s findings and state Department of Education construction regulations.

Group member and parent Chris Haase said Westerly High School senior T.J. Capaldi created the site as part of his senior project, required to graduate.

The bond is proposed to cover work at the high school’s two buildings, including installing a fire sprinkler system in Babcock Hall, replacing outdated boilers, putting in energy efficient windows, creating new science labs, painting and installing energy efficient lighting.

The annual cost of the bond to the owner of a home valued at $350,000 — the average in Westerly — is projected at $92.15.

This calculation assumes that the town pays a 5 percent interest rate on the $30 million over 20 years and that the town receives a 30 percent reimbursement from the state.

Subcommittee and ballot advocacy group members said it would cost around $90 million to build a new school, an estimate now roughly one year old.

Haase said she believes a great community starts with strong schools. They want to include residents from all parts of town in the effort.

“We want everybody’s points of view to be integrated in our message and addressed,” she said.

The group plans to post the time and location of its next, not-yet-scheduled meeting on its Web site, Haase said.

Who is the real loser here, it's not the 'present administration', they don't stand to benefit from the passing of a $30M bond, it's not the teachers, their salary won't go up from the passing of a $30M bond. The real losers of a NO vote, will be the COMMUNITY of WESTERLY, the real losers of a NO vote will be the CHILDREN of WESTERLY and if WESTERLY loses, we all lose, including you Doctor. Which leads me to my next point, I'm sure you took the Hippocratic oath, where you promised to help those in need of medical attention regardless of socio-economic standing. I beleive the Hippocratic oath applies here, with the exception being, it is the health of our community that is in jeopardy and not an individual. I'm sure you can find it in your heart to come up with an extra $1.77 a week to support the CHILDREN of WESTERLY! "

A NO vote is a vote against EDUCATION.

You know what they say about those who do, don't you? But, if you must, why not "assume" that those who vote NO do so merely because they just can't afford another tax hike at this time. The whole country is feeling the crunch, or maybe you haven't noticed. If not, I would assume (and I don't like to do that) that you CAN afford it, therefore, you tend to look down on those who are less fortunate and cannot handle another tax increase at this time, no matter how large or small. By voting against the $30M bond, who are you REALLY impacting?? Would you be voting NO perhaps to punish the Town Council, the School Committee or the Finance Board? How is that going to build a new school or renovate the existing one?? " Sorry, but the TOWN OF WESTERLY is not building the strip mall at 78. That is a private enterprise. This bond issue for the schools has nothing whatsoever to do with the strip mall. At least get your facts straight. Your talking apples and oranges. I assume that those not in favor of floating yet another bond have taken that position simply because they cannot afford another tax hike, especially at a time when meeting their regular monthly obligations are now threatening their very way of life and the roofs over their heads. For some people, it comes down to a choice, that is whether or not to risk your home to foreclosure or tax sale, putting food on the table, and the other choice, vote for yet another tax increase. I have a suggestion. Maybe some dentists and doctors in Westerly can lower their fees, especially to the elderly. That might help a bit! DO YOU THINK? "

" It is really sad that because some mistakes were made in the past that our children and grandchildren will suffer for it. I have a child in the High School and I am disgusted with the dump that we are allowing them to go to every day. I would like anyone who feels that strongly about it to go and see for your self how beyond delapitated it is. It is really pathetic that our town is spending so much time and effort to buld the huge monstrosity of a strip mall by 78 (Guess what there is only one store in it) and yet we won't spend $92.00 in taxes to help our students learn in an environment that is a disgrace. I would love all of you who are having such a difficult time with this to go to the high school, look a student in the eye and say "Your not worth it". Stop being cowards. "

Why not sell the State Street School use that money for some renovations on the High School! Also, this town needs to learn to take care of what we have there never has been enough janitors to keep the school clean and repair what is broken. If this was done in the first place none of our schools would be in such poor condition!!!! I dont know whether or not to vote yes or no!!! I am in a dilemma! "

The level of outrage from overburdened Westerly residents is impressive. We expect our schools to teach our children at fair cost. Instead we get low performance and high cost. *Seems like we didn't have an open bidding process on the project from a number of construction companies. With a nationwide slowdown in construction there must be a slew of companies anxious to take up projects, and at lower costs.

*Beautification projects should have been at the bottom of the priorities set forth in the three construction phases.

*Westerly has been hit with a number of large employers closing shop, and taxes are already high. Noticed summer traffic was down, so property owners - businesses, and the employment that generates - all must be hurting. Who's to say it won't be worse next summer? That point can even go without further saying that we're not getting a stellar school system as it is, given the taxes we're paying. Why is it that other towns in RI, without the benefits of coast property taxes, consistently outperform Westerly's average test scores. A nicer building does not solve underlying systemic issues! Quality teachers do, but we're laying a bunch of them off!

Remember the State Street School debacle a few years back? First they closed it, then it became a Senior Center - then they reversed themselves -booted the seniors out - taxpayers had to pay for a brand new senior center - taxpayers then had to pay to reopen and fix up State Street - now they are threatening again. Everytime the school comes to us for money we hear - oh, its just going to be about one hundred or one hundred and fifty dollars per year for an average home in Westerly. But, when you say it every year, c'mon! A hundred here, a hundred there, before you know it, well, do I have to explain?I don't even want to see how much heating costs will be this year, never mind our grocery bills each week. We are being stretched to the limit just for the necessities of life, not to mention that many people have chronic illness and have extraordinary medical expenses. Maybe these kind of expenses haven't affected the lives of school committee members or the people in this new advocacy group, but MOST people are definitely affected by today's cost of living, insurances, taxes, food, heat, electricity and the like. So, MY VOTE WILL BE NO! I think its time for RI to look into school vouchers and charter schools. "
