US Department of Housing and Urban Development (HUD) Community Development Block Grant Misquamicut Stormwater Pump Station Improvements - Westerly, RI 02891 Final Notice and Public Explanation of a Proposed Activity in a 100-Year Floodplain To: All interested Agencies, Groups and Individuals Including the RI Office of Housing and Community Development (OHCD), RI Coastal Resources Management Council (CRMC), RI Department of Environmental Management (RIDEM), Westerly Town Council, and the Westerly Planning Board: This is to give notice that the Town of Westerly Department of Development Services has conducted an evaluation as required by Executive Order 11988, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management, to determine the potential affect that its activity in the floodplain and wetland will have on the human environment for the Misquamicut Stormwater Pump Station Improvements under HUD grant B-13-DS-44-0001. The proposed project is located on Fisherman's Avenue in Westerly, Washington County. The project will harden and improve the Town's existing stormwater pump station facility by increasing vault height, changing vent piping from PVC to stainless steel, adding bollard protection to the vent riser, elevating electrical components, and waterproofing conduit penetrations and access hatches. The proposed improvements will be conducted within a flood-prone coastal area designated by FEMA as Zone AE, elevation 12. Many of the pump station's components are located underground, and all components with the exception of the vent pipes are presumed to be located below elevation 12. The Town of Westerly Department of Development Services has considered the following two alternatives to be taken to minimize adverse environmental impacts, preserve the neighborhood character, and provide beneficial values: (1) no-action alternative; and, (2) implementing flood proofing and flood protection measures for facility improvement. Each alternative must occur within floodplain because the entire pump station is located in a flood zone. Alternative 1, implementing no action, would likely lead to further damage and eventual failure of the pump station, causing an unacceptable off-line condition when the facility would be most needed in a flood event. Alternative 2 would harden the facility to protect it during flooding events - offering resistance to future storms, facilitating emergency access and the storm-damage cleanup process, and providing the greatest public benefit. The Town of Westerly Department of Development Services has reevaluated the alternatives for conducting actions in floodplain. The Town's Preferred Alternative (Alternative 2) achieves the project goals of protecting the facility and ensuring that it remains functional and ready for operation in times of severe flooding events (to return neighborhood streets and properties to a dewatered, accessible condition). The Town feels that no other practicable alternative exists. Environmental files that document compliance with steps 3 through 6 of Executive Order 11988 are available for public review and copying upon request at the times and location noted in the last paragraph of this notice, and written comments on the project may be submitted in accordance with the guidelines provided herein. The Town has determined that the activity is necessary and that it will result in no significant adverse impact on the environment for the following reasons: the existing pump station will remain as public property for the same community benefit; the footprint size and location of the pump station will remain un- changed with respect to its position in a flood-prone coastal area and its relationship to the coastal shoreline; the affected floodplain is a coastal flood zone; the facility is located in a densely-populated neighborhood such that natural resource elements occur outside of project limits; adjacent properties will be physically unaffected by the proposed work (but will be positively affected by the facility's maintained func- tion); and, the proposed project elements will comply with applicable building co- des and environmental permits/authorizations issued for the project. This notice is posted for three primary purposes. First, people who may be affected by activities in floodplains and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and to provide information about these areas. Second, an adequate public notice program can be an important public educational tool. The dissemination of information about floodplains can facilitate and enhance Federal efforts to reduce the risks associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains, it must inform those who may be put at greater or continued risk.
