Early Notice and Public Review of a Proposed Activity in 100-Year and 500-Year Floodplains This is to give notice that the Rhode Island Office of Housing and Community Development, under 24 CFR Part 58, has determined that a portion of the proposed North End Sidewalk Project, under the Town's Federal Fiscal Year 2015 Community Development Block Grant Program, is located within the 100-year and 500-year floodplains. As required by Executive Order 11988 and HUD regulations 24 CFR 55.20 Subpart C Procedures, the Town of Westerly will be identifying and evaluating practicable alternatives to locating the action in the 100-year and 500-year floodplains and the potential impact on these floodplains from the proposed action. The proposed action is to repair worn and damaged portions of the existing sidewalk and to install new sidewalk elements compliant with the Americans with Disabilities Act. These sidewalk improvements will occur along Industrial Drive and Pierce Street, from 16 Industrial Drive to the intersection of Pierce Street and High Street, an approximate length of 3,200 feet. There are three primary purposes for this public notice. First, people who may be affected by activities in the 100-year and 500-year floodplains and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Commenters are encouraged to offer alternative sites outside of the 100-year and 500-year floodplains, alternative methods to serve the same project purpose and/or alternative methods to minimize and mitigate impacts. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about the 100-year and 500-year floodplains can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas.
