US Department of Housing and Development Community Development Block Grant Downtown Culvert Replacement - Westerly, RI 02891 Early Notice and Public Review of a Proposed Activity in a 100-Year Floodplain To: All interested Agencies, Groups, and Individuals, including the RI Office of Housing and Community Development (OHCD), RI Coastal Resources Management Council, RI Department of Environmental Management, Westerly Town Council, and Westerly Planning Board. This is to give notice that the Town of Westerly Planning and Code Enforcement Department has conducted an evaluation as required by Executive Order 11988, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management, to determine the potential effect that its activity in the floodplain and wetland will have on the human environment for the Downtown Culvert Replacement Project under HUD grant B-13-DS-44-0001. The Town is applying for $500,000 in Hurricane Sandy Community Development Block Grant Disaster Recovery funds from OHCD to supplement FEMA Public Assistance funds. The proposed project is located at Broad Street, Between Union Street and the Pawcatuck River, in the Town of Westerly, Washington County, Rhode Island. An existing stone box culvert located under Broad Street in the Downtown District of Westerly has experienced degradation and failure predominantly due to high-water surges in the Pawcatuck River as a result of Tropical Storm Irene and Superstorm Sandy. Scour behind and under culvert walls has resulted in settling, loss of culvert cross-sectional capacity, creation of voids, and damage to utilities, all of which has been temporarily corrected under emergency procedures. The culvert extends from the eastern retaining wall at the Pawcatuck River and Broad Street Bridge easterly to High Street. Proposed is the replacement of at least 220 feet of culvert length at previously-failed locations, starting at the river retaining wall. Culvert size will be increased to better accommodate precipitation generated by the 105-acre watershed. Work is proposed at an elevation occurring below the upper limit of the 100-year floodplain, and within 500-year floodplains, as mapped by FEMA. The proposed project will result in no loss of flood storage volume and beneficially will: (1) protect underground public utilities; (2) eliminate underground scouring, (3) provide efficient stormwater conveyance; (4) provide additional flood storage capacity when the culvert is not full of stormwater; and (5) provide increased culvert integrity to withstand river flooding events and coastal surges. This notice is posted for three primary purposes. First, people who may be affected by activities in floodplains and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Second, an adequate public notice program can be an important public educational tool. The dissemination of information about floodplains can facilitate and enhance Federal efforts to reduce the risks associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines that it will participate in actions taking place in floodplains, it must inform those who may be put at greater or continued risk.
